This is not ICS it is just a bug fixer. It can be rooted with MotoFail exploit, and you can return to Stock 5.9.902 via FXZ after flashing.

Install via Stock Recovery

1.)Download the file from above and be sure its on the external sdcard

2.)power down phone then power back up by Holding both volume buttons+power

2.) choose recovery

3.)choose apply sdcard update.zip

4.)select the file

5.)root with motofail
